We never taught Penny how to use chopsticks, but when we'd use them, we'd just give her some to use. Originally, these were some kiddie chopsticks we bought in Beijing, and they had a little rubber attachment at the top holding them together-- like training wheels for chopsticks. Those were quickly lost, and Penny just likes to use her chopsticks like we do.
Not that she'd cooperate for a video, of course.
